Dubai announces that as of June 23rd, 2020, all people with a residence visa in Dubai can travel abroad without restrictions. In addition, residents who were trapped abroad, due to the closure of borders after the spread of Covid-19, can return to the UAE since yesterday. Regarding tourists, they will be welcome from July 7th.

For Dubai residents travelling abroad:

There will be no restrictions on destinations abroad to which citizens and residents can travel from this Tuesday. However, they must comply with the guidelines and protocols established by the countries to which they travel. They must also complete a health declaration form before flying, which will be processed by the airline, to confirm that they do not have any symptoms. Airlines have the right to refuse boarding if travelers show any symptoms.

For residents who are trapped abroad:

They must request approval on the GDRFA website (Link). Once approval is received, you can book your flight ticket back to Dubai (with Emirates airline) by entering your GDRFA application number.

In both cases, upon return to Dubai, all residents will have to undergo a PCR test to detect Covid-19, record all their details on the DXB COVID-19 mobile app, and quarantine at home, or in one of the authorized hotels, until the negative results of the PCR test are obtained. If the test is positive, a mandatory 14-day quarantine must be kept. It is important to note that if the test result is positive and you live in a shared or high-density dwelling, you must quarantine in one of the government-provided hotels. Hotel costs will be borne by your employer.
